YES! If the dumb driver of the SUV parked in front of the hydrant they should expect this to happen if there is a fire in the area.
You have to do what you have to do in an emergency.
I would say yes it was. I am a firefighter and if there was a car illegally parked in front of a hydrant that was the closest to the fire I would have done the same thing.
Parking in front of a fire hydrant is just plan stupid. I hope his insurance provider refuses to pay for the new windows, and I hope he gets a $300 fine as well.
